Impact Seven’s Forest Grove Cottages on Odanah Road in Hurley, Wisconsin, is a new affordable rental housing community supported by Low-Income Housing Tax Credits (LIHTC) and the Wisconsin Housing and Economic Development Authority (WHEDA). Impact Seven, a Community Development Financial Institution (CDFI) and Wisconsin’s only statewide Certified Housing Development Organization (CHDO), is leading the development to expand housing options in a market where the last major rental community was built decades ago. The project also advances the regional Housing Opportunity and Mobile Education Solutions (HOMES) Initiative, backed by WHEDA, the Wisconsin Economic Development Corporation (WEDC), the Department of Workforce Development (DWD), private partners, and Northwood Technical College to strengthen the connection between housing and workforce training.
Greenfire manages construction using a transparent, open-book approach aligned with LIHTC requirements. The team supports consistent coordination through weekly Owner–Architect–Contractor meetings and disciplined preconstruction to align scope, budget, and schedule. Greenfire leads procurement planning for long-lead items, tracks compliance-driven deliverables, and coordinates trade sequencing across multiple buildings to maintain momentum and predictable progress. Field leadership and project management maintain communication across the owner, design team, and trade partners to support on-site decision-making and quality control.
Forest Grove Cottages includes seven residential buildings totaling 62,800 SF and 40 affordable units in one-, two-, and three-bedroom layouts, with a dedicated garage space for each home. A 3,550 SF clubhouse provides a leasing office, fitness room, dog wash, community room, and classroom. Site scope includes 28 parking stalls at the clubhouse, 18 visitor stalls, a new access road, utilities, sidewalks, stormwater retention basins, and landscaping. Project partners include Dimension IV Madison Design Group (architect), Coleman Engineering Company (civil), C&S Design & Engineering, Inc. (MEP), and MP-Squared (structural).
When complete, Forest Grove Cottages will add 40 affordable homes to Hurley and strengthen the HOMES Initiative’s focus on rural community investment. The development supports workforce stability by expanding access to housing while delivering shared community spaces that serve residents and local partners.
