Cloud Village is a new affordable housing development for the Ho-Chunk Nation in Baraboo, Wisconsin. The project was conceived to address housing needs while supporting long-term community stability and responsible land use. From planning through delivery, the effort brought together Tribal leadership, a Ho-Chunk–led development team, and project partners to align funding, design, and construction around shared goals. The project has served as a case study for rural affordable housing, including participation in statewide housing discussions and site tours.
Greenfire was engaged early to support planning and coordination among Tribal entities, the developer, and local authorities having jurisdiction. Early involvement focused on budgeting, constructability review, logistics planning, and schedule alignment to establish a clear path forward prior to construction. During construction, Greenfire served as Construction Manager at Risk, overseeing daily field operations, trade coordination, scheduling, and site safety, while maintaining steady progress and cost control through completion.
The project scope includes a 65,000 SF, three-story apartment building delivering 40 units in a mix of one-, two-, and three-bedroom layouts. The development provides both underground and surface parking, along with indoor and outdoor community amenities. Site work included utilities, stormwater infrastructure, and recreational areas designed to support resident use and shared activity.
Cloud Village was designed by Dimension IV Madison Design Group and is built to Enterprise Green Community standards and incorporates energy-efficient appliance packages, electric vehicle charging stations, and stormwater management systems. The project also includes athletic courts and playground areas that support daily use and community interaction, while achieving housing density appropriate for a rural setting.
For the Ho-Chunk Nation, Cloud Village expands access to affordable housing while reinforcing self-determined development and long-term stewardship. The project demonstrates how Tribal-led collaboration, early planning, and disciplined project management can deliver housing solutions that serve current needs and inform future developments across rural and Tribal communities.
