Cornerstone Village–Highland is an affordable housing development located at 3200 W. Highland Boulevard in Milwaukee’s Concordia neighborhood. The project replaces a long-vacant healthcare facility with a new four-story, 84,400 SF residential building developed by Cardinal Capital Management and designed by Quorum Architects. The development provides 71 apartments for elderly residents and adults with disabilities, supporting long-term housing stability on Milwaukee’s Near West Side. Most units are income-restricted for households earning between 30% and 60% of the area median income, with several units prioritized for formerly homeless seniors and adults with intellectual or developmental disabilities.
Greenfire joined the project during preconstruction, where early coordination helped address the constraints of the tight urban site. The team developed logistics plans to maintain a net zero fill balance and coordinated construction activities around active street utility work along Highland Boulevard. Close collaboration with the owner, design team, and trade partners supported steady progress while maintaining alignment on schedule, safety, and project requirements. Early planning and sequencing allowed the project team to anticipate challenges and maintain construction momentum.
Greenfire provided full construction management services from preconstruction through closeout. The scope included construction of an underground parking structure, erecting a four-story wood-framed residential building, exterior enclosure, interior buildout, and site improvements. This L-shaped building required careful sequencing to support efficient construction and turnover planning. Resident amenities include a community kitchen, shared gathering spaces, and outdoor garden beds. Parking includes underground stalls along with surface spaces.
The development adds long-term housing resources to the Near West Side and continues Greenfire’s work delivering senior and supportive housing projects across southeast Wisconsin.
