Cloud Village & Pan Asia Named Top Projects

The Daily Reporter’s Top Projects program recognizes construction projects across Wisconsin based on community impact, project complexity, teamwork, innovation, and overall importance to the communities they serve. Greenfire joined project partners and industry leaders in celebrating two Greenfire-managed projects recognized during the 2025 awards program: Ho-Chunk Nation Cloud Village Apartments and Pan Asia Supermarket.

Cloud Village Apartments was recognized as a model for Tribal-led affordable housing and rural development. Located in Baraboo, the 65,000 SF development delivers 40 affordable apartment units alongside community gathering spaces, recreational amenities, and underground parking. Developed for the Ho-Chunk Nation, the project represents the first phase of a larger master plan focused on long-term housing and community growth.

Greenfire served as construction manager alongside Heeną Development, led by Ho-Chunk Nation Tribal member Collin Price, with design by Dimension IV Madison Design Group and engineering support from JEWEL Associates Engineers and Cold Spring Design. Early collaboration among Tribal leadership, funding partners, designers, and trade partners helped align cost, schedule, sustainability standards, and rural construction logistics. The project was delivered ahead of schedule and under budget while meeting Enterprise Green Community standards.

Pan Asia Supermarket was also honored for transforming an existing retail space in West Allis into the brand’s first Wisconsin location. The 36,000 SF redevelopment introduced a full-scale Asian grocery store, prepared food operations, and dining experiences into West Allis Towne Center, helping reposition the site as a regional destination.

Greenfire partnered with Pan Asia Supermarket, Madisen Maher Architects, Barber Engineering, and IBC Engineering to complete the redevelopment. The project required extensive infrastructure upgrades, refrigeration coordination, food-service systems, and phased construction within an active shopping center. Since opening, the site has experienced a year-over-year increase of more than one million visitors, helping drive activity throughout the shopping center and surrounding corridor.

Together, both projects demonstrate how construction can support housing, economic development, adaptive reuse, and community growth across Wisconsin.
