Cornerstone Village–Highland has reached an important milestone with the issuance of its Certificate of Occupancy, signaling that the project is entering its final phase ahead of resident move-in. Located at 3200 W. Highland Boulevard in Milwaukee’s Concordia neighborhood, the development replaces a long-vacant healthcare facility with a new four-story, 84,400 SF affordable housing community. Developed by Cardinal Capital Management and designed by Quorum Architects, the project will provide 71 apartments for elderly residents and adults with disabilities, adding long-term housing resources to the Near West Side.
Greenfire’s value to the project began in preconstruction, where early planning addressed the constraints of a tight urban site. The team coordinated logistics to maintain a net zero fill balance and sequenced work around active street utility improvements along Highland Boulevard. Close collaboration with the design team and trade partners supported steady progress while maintaining alignment on schedule, safety, and quality.
Greenfire’s scope includes full construction management services from preconstruction through closeout. This work encompasses, construction of the underground parking structure, erection of the four-story residential building, enclosure, interior buildout, and site improvements. The team also managed sequencing across the building’s north and west wings to support efficient turnover planning.
As Cornerstone Village–Highland moves toward occupancy, the project adds to Greenfire’s growing body of senior and supportive housing work. This milestone follows the July 2025 delivery of Woodale Crossing for Jewish Family Services. Together, these projects reflect Greenfire’s continued role in delivering housing that supports aging populations and long-term community needs across southeast Wisconsin.
